21-001 REQUEST FOR PROPOSALS COMMUNITY NETWORK SYSTEM MAPPING PEND OREILLE PUBLIC UTILITY DISTRICT Public Utility District No. 1 of Pend Oreille County (the District) is requesting proposals for a consultant to build a Geographic Information System (GIS) database platform for its Community Network System’s (CNS) fiber optic communication system. Statement of Work The District is seeking a qualified consultant/contractor to enter its fiber optic network data into its NISC MapWise GIS software system. The data will be provided in the form of Corning FlexNAP Cable Build Plan Sheets, contractor as-built drawings and spreadsheets, as well as as-built drawing files (in Adobe Acrobat) and consist of the following: • Roughly 358 overhead backbone miles (of which 70% +/- has been entered, but will need to be quality checked); • 120 underground backbone miles; and • Approximately 3,800 customer service drops (a combination of both overhead and underground fiber as well as the Network Interface Device at each location). • Forty (40) electronic HUB cabinets, which each have a unique cable count and layout. The network was designed primarily using Corning FlexNAP cable which consisted of 3,300 +/- tether locations utilizing just shy of 11,000 fibers out of the total fiber count of approximately 33,000 total fiber strands. The District’s CNS fiber infrastructure will be built utilizing the District’s power system mapping as its underlying layers. The District hopes to have this work completed on or before December 31, 2021. RFP Requirements At a minimum, the response must include the following: 1. Cover Letter briefly highlighting the Contractor’s proposed approach to the requested services, signed by an individual authorized to bind the proposing firm stating the firm has read and will comply with all terms and conditions of the RFP; 2. Background on Firm describing the firm including size of the organization, location of offices, years in business, organizational chart, name of owner and principal parties, titles of staff, and qualification of individuals who will perform the work; 3. Statement of Understanding and Approach describing the methodology the firm will use to complete the Scope of Work as detailed in this RFP. Discuss and describe the firm’s experience working with similar agencies/clients and provide a statement of the services your firm feels differentiates your firm from others. Identify the responsibilities of the District and the responsibilities of the firm; 4. Scope of Work providing details with specific task descriptions to demonstrate that the proposer has considered all aspects of the proposal and that the proposer will cover them thoroughly; and 5. References from at least two (2) clients who are similar in scope of services requested by this proposal. Including the name, address, and telephone number of client; person to contact for references; time period of project(s) and a brief description of the scope of services provided. RFP Submittals • Proposals must be submitted using ProcureWare, the Districts online contracting portal, at popud.procureware.com no later than February 12, 2021 at 1:00 p.m. PST. Submittals received after the above date and time for any reason will not be considered. • Questions related to this RFP must be submitted by way of ProcureWare no later than February 8, 2021 at 2:00 p.m. PST. Evaluation of the RFP The District will evaluate each submitted bid for completeness to the RFP. Bid submittals that do not meet the minimum requirements will not be considered. The District reserves the right to reject all submittals and modify or withdraw the RFP. The District will award the contract to the qualified bidder whose proposal is most advantageous to the District based upon the factors identified below. The District will engage the respondent with the highest scoring response to discuss a service agreement. Should the District fail to secure an agreement with the selected entity, the District may elect to pursue an agreement with the next highest scoring entity. Proposals will be evaluated based on the following: 1. Cost 2. Strength of the proposal 3. Experience 4. Qualifications of the individual(s) to be assigned to the project 5. Ability to meet any required deadlines 6. References from previous clients The District may choose to interview the top candidates. After evaluating the proposals, the District reserves the right to further negotiate the proposed work and/or method and amount of compensation. The District reserves the right to cancel this RFP at any time, or issue amendments or corrections. The District reserves the right to award this contract, or to not award this contract.
