NOTE:
1. The Government reserves the right to order any combination of the above items.
2. This procurement will also incorporate requirements for special measurement coats with a 30 day delivery lead time.
Solicitation SPE1C1-15-R-0124 will be issued as a Total Small Business Set-Aside that will result in a Firm Fixed Price Contract, Indefinite Delivery, Indefinite Quantity Type Contract. It will consist of a one-year Base Term and four (4) one-year Options. Solicitation SPM1C1-15-R-0124 will be evaluated under Best Value Source Selection Procedures with the following evaluation factors (listed in descending order of importance): Product Demonstration Model & Technical Risk and Past Performance Confidence Assessment.
The items will be procured on a FOB destination basis. Deliveries for all three items listed above will be made to Austin, TX.
The Production Lead Time for Items 0001 (Coat) and 0002 (Belt) is 120 days after date of award for the first delivery and 90 days for subsequent deliveries. The Production Lead Time for Item 0003 (Keeper) is 120 days.
All materials used in the production of the end item are to be furnished by the contractor with the exception of the basic fabric (Poly/Wool, Marine Corps, Gabardine, Green, Shade 2212) which will be provided as GFM. This cloth is 60 inches wide and the NSN is 8305-01-247-6550. The storage facility for the cloth is located in Lansing, MI.
The Government does NOT intend to use FAR Part 12. See reference numbered notes 1, 9, and 26.

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
