The State System is looking for a single Third-Party Administrator to provide the following administrative services for active employees, former employees, and retirees of the Pennsylvania State System of Higher Education (State System): COBRA Administrative Services. Administrative and compliance functions of the federal health care coverage continuation requirements under the Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA), as amended, including any new requirements and current COBRA legislative changes that are pending. Hereafter, these services are referred to as COBRA Administrative Services. Flexible Spending Account (FSA) Administrative Services. Administrative services for the State System’s two FSA plans —a Health Care FSA and a Dependent Care FSA. Hereinafter, these services are referred to as FSA Administrative Services.
