Description:  This is a Sources Sought Notice only. This synopsis neither constitutes a Request for Proposal or an Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach.  This Sources Sought Synopsis should not be construed as a commitment by the Government for any purpose.  This is a survey to locate potential sources that would be responsible for operations & maintenance and support to the Cobra Dane RADAR (CD) facility stationed at Eareckson Air Station on Shemya, AK.

The draft Request for Proposal (RFP) solicitation date is to be determined and will include a draft Performance Work Statement (PWS). A Lowest-Price-Technically-Acceptable (LPTA) source selection is anticipated as the method of contractor selection. The 21st Contracting Squadron at Peterson Air Force Base (PAFB) Colorado seeks potential sources to provide 24-hour-a-day, 7 day-a-week operations for a geographically separated unit meeting mission requirements and other specified lesser requirements in support of the 21st Space Wing, Operations Group. The contractor shall be responsible for the operations and maintenance of the Cobra Dane RADAR site at Eareckson Air Station located in Shemya, AK.  The CD primary mission is data collection in support of the 21st Space Wing mission.

The subsequent contract anticipates inclusion of a 60-day phase-in period (1 Nov 2015 to 31 Dec 2015).  The Government anticipates a contract performance period of a basic period with four (4) one-year option periods.  Contract type has not yet been determined; however, the current contract type is Firm-Fixed Price with cost-reimbursable CLINs. The revised North American Industry Classification Systems (NAICS) Code proposed for the requirement is now 517919. Additional information, as it becomes available, will be posted as well as amendments to this announcement. All amendments will be available for viewing on FedBizOps (FBO) at http://www.fbo.gov.  The Government requests interested parties to provide opinions and comments on whether there is adequate information available to develop and submit a proposal for this requirement.

It is the responsibility of the interested parties to review the FedBizOps site frequently for any updates and amendments to any and all documents. All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004, Required Central Contractor Registration (CCR), lack of registration in the CCR will make an offeror ineligible for contract award. 

This synopsis also contains the following clause:  5352.201-9101 Ombudsman. As prescribed in 5301.9103, insert the following clause:

OMBUDSMAN   (Nov 2012)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsmen, AFSPC/A7K, 150 Vandenberg Street, Peterson AFB CO 80914, (P) 719-554-5300, (F) 719-554-5299, [email protected]. Concerns, issues, disagreements, and recommendations that cannot be resolved at the CenterMAJCOM/DRU or AFISRA level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2397, facsimile number (571) 256-2431.

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.

This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of providing these services are invited to respond. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. The government requests interested parties submit a brief description of their company's business size, business status (i.e., small business, disadvantaged, HUB zone, woman-owned), anticipated teaming arrangements, and a description of capabilities and similar services offered to the Government or to commercial customers. Include contract magnitude and points of contact (POC) for each example provided (name of the point of contact (POC), address, e-mail, telephone number, fax number, and the company's web page, if applicable).
