NGA is soliciting information papers to collapse the Global, Regional, Local, and Specialized/Urban (GRLS) density bands into a single database that supports multi-scale product generation and visualization in an internet mapping environment. The information provided in response to this request for information is not expected to be a proposal, but rather a capabilities statement regarding the company's experience or ideas for the requirements described herein. NGA will use this information to determine the feasibility of pursuing this capability as a future contract requirement.
While a single database is the goal, feature data collection would still be based on a scale density (e.g. 1:50,000, 1:100,000, 1:250,000, etc.) but the features collected would contain an attribute or other means of flagging the information as being appropriate for a particular range of viewing scales or product generation. Minimum spacing requirements, lengths or areas from the current Topographic Data Store (TDS) Data Content Spec (DCS) extraction guidance would still apply to allow for a less expensive, less dense collection that still supports the concept.
As an illustration of the concept, if 1:50,000 collection was being performed over the area surrounding NGA Campus East (NCE) in Springfield, VA, Interstate 95 would be collected and contain an attribute or flagging mechanism that indicated this road should be displayed at all viewing scales or in simple terms it is a very important road. Conversely, Barta Road would contain an attribute or flagging mechanism to indicate it would only be displayed if viewed at 1:50,000 or larger scales. In no way should it be construed that this is similar to the scale attribute associated with FACC because by that methodology any vector information collected for a 1:50,000 density would receive a 1:50,000 value and that is not what NGA is trying to represent.
Additionally, to the maximum extent possible, NGA would like to see the attribute or flagging mechanism be populated in a manner which could be scripted based on at least the following criteria:
a. The entire feature class is such that it should only be displayed at a given scale range.
b. Within a feature class, the attribution associated with a feature is such that a scale range can be derived.
c. There is no need to limit the break points to four as they were in the GRLS construct. If more are needed to achieve the goal, then that is acceptable.
If the DCS does not contain the appropriate attribution necessary to achieve a fully automated population of this attribute or flagging mechanism, NGA requests proposed additional attribution required to achieve this or alternative semi-automated means of achieving the single database supporting multi-scale products and visualizations.
The information should describe how and why NGA would utilize your solution; not only responding to the ability to meet the criteria listed, but detailed capability to ensure it is a viable solution for NGA. Do not include marketing materials or website links. Information is to be submitted by 1:00 pm CST 27 July 2012. Capability packages must not exceed 10 pages, 12 point font and must be submitted electronically.
