The National Guard Bureau (NGB) intends to award a sole source modification to contract W9133L-16-C-0099 for Combatant Commander Exercise Engagement and Training Transformation (CE2T2) Homeland Response Force (HRF) services.
This is an out of scope modification with an extended period of performance from 27 June 2019 to 28 June 2020. The CE2T2 HRF services provides Joint Exercise Life Cycle (JELC) support which include command post exercises (CPX), field training exercise (FTX), staff and table top exercises (TTX) at the national, regional, state, local, and unit levels.
NGB intends to award this sole source modification to Worldwide Counter Threat Solutions, LLC, because it is vital for services to remain with the current contractor as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(B). This increased effort was unforeseen at the original time of solicitation/award.
Competition was not sought for this extension as the Government is currently finalizing a competitive acquisition in the form of an indefinite delivery/indefinite quantity (IDIQ) contract for the follow-on requirement and anticipates award no later than January 2020.
In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303.
This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the CE2T2 HRF requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1500 ET on 3 April 2019. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
