This is a Justification for Other Than Full and Open Competition (JOFOC) to enter into a contract with Assurance Technology Corporation (ATC) for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) Development. ATC is the incumbent for the existing Naval Research Laboratory (NRL) Contract Number N00173-15-F-2002, which was awarded on 4/2/2015 and ends on 10/1/2018. NRL has a need to continue work that is currently covered under contract number N00173-15-F-2002 while the requirement is being re-competed and awarded. Therefore, the objective of this JOFOC is to provide a bridge contract in order to continue to receive uninterrupted, timely, responsive, high quality, and accurate research and development support for NRL.

 
This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Part 5.201 requiring notice of a proposed contract action.

This is a notice of intent: NRL intends to issue a sole-source award to bridge the services currently provided under NRL Contract Number N00173-15-F-2002 for a period of performance not to exceed six (6) months. A new competitive contract is anticipated to be awarded in FY 2019. This is NOT a request for competitive proposals. The statutory authority for this sole source action is 41 U.S.C. 253(c) (1) as implemented by FAR 6.302-1.

This notice of intent is NOT a request for competitive proposals. However, the Government shall consider all responses received within fifteen days of this posting. Interested parties may identify their interest and capability to respond to the requirement.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. NRL will not be responsible for any costs incurred by interested parties in responding to this notice.
