The USDA/Natural Resources Conservation Service, West Virginia State Office has a requirement for Pipe Inspection Video Equipment. This procurement may be quoted as follows:

Furnish and Deliver Pipe Inspection Video System and Accessories, Quantity= 1, Unit: Lump Sum.

Scope of Requirement:
The requirement defined by this specification consists of furnishing and delivering a commercially available pipe inspection video system with accessories.
The new equipment shall come with the following components and accessories:
One (1) Steerable Crawler that can accomodate 9-72" pipes (approximate dimensions - 21" x 8" x 6.5") with twin 40W motors;
Set of 6 Small Wheels;
Set of 4 Medium Wheels;
Set of 4 Large Wheels;
One (1) Steerable Crawler capable to fit into a reclined 6" pipe (approximate dimensions - 8" x 4" x 3") with twin 20W motors;
Wheel sets for smaller crawler (small, medium, large) as applicable, Qty 1 set per applicable size(s);
Rear-view camera;
Motorized Cable Reel complete with a minimum of 200 Meters of multi-Conductor Cable;
Additional 200 Meters of multi-conductor cable;
Portable Control Unit (110 VAC) with Text Generator;
Handheld Pendant Controller;
Color, Pan, Tilt, Zoom Camera (minimum requirements: 1 lux sensitivity/380,000 pixels/40:1 zoom/focus 6mm to infinity);

Materials and Services to be Furnished by the Contractor:
The contractor shall provide all necessary cables and power cords for all equipment supplied. Provide all O&M Manuals for each piece of equipment supplied.
Quality Control:
The contractor shall be responsible for all inspections and conformance to the requirements of these specification and contract requirements.
Miscellaneous/General Requirements:
Government Acceptance shall be at delivery.
The supplier shall notify the Contracting Officer, Amy Stonebraker, via email at [email protected] when the equipment has shipped so the Government Representative can make arrangements for acceptance.
Shipment:
This solicitation request submission should provide a quote to include delivery F.O.B. Destination. Quotes received with delivery other than F.O.B. Destination will be rejected as non-responsive.
Warranty:
The contractor shall furnish the Government, under separate cover, the manufacturers' standard commercial warranty for the equipment.
Evaluation of Quotes:
All quotes will be evaluated for technical compatibility. The government will issue award to the supplier whose quote is the lowest price of those determined to meet at least the minimum requirements for compatibility as listed in the Scope of Requirement Section above.
Submittals:
The Contractor shall submit information verifying that the product will meet the requirements of this solicitation. The lack of sufficient information required could cause for rejection of the quotation.
The Government intends to make a single award for one lump sum including the entire video pipe inspection camera and all accessories listed in this solicitation. Quotes for less than the required items will not be accepted. The Government intends to award without discussions (while reserving the right to hold discussions if determined advantageous to the Government), and contractors are encouraged to provide their best proposed pricing in their initial quote.
