This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Fish Ecology Division, Seattle, WA on a sole source basis with Columbia Basin Research, within the University of Washington's School of Fisheries. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will develop a comprehensive passage model (COMPASS) salmon migration model. The following tasks will be performed: develop new model algorithms and update existing ones in consultation with NOAA scientists; provide documentation for all modifications and a user manual; develop new models of fish migration and new statistical analyses; etc. Columbia Basin Research, within the University of Washington's School of Fisheries was identified by program office as the only source that can complete the work on this project. The Columbia Basin Research, within the University of Washington's School of Fisheries has provided programming and statistical support previously. Columbia Basin Research, within the University of Washington's School of Fisheries has direct contact with the computer programmer which uniquely qualifies them to facilitate coordination of model development. The government intends to negotiate a firm-fixed price contract with a period of performance that will start from date of award to September 30, 2010. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ***The Western Regional Acquisition Division requires that all contractors doing business with the Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
