The YWCA of Greater Los Angeles - Los Angeles Job Corps Center (hereinafter referred to as LAJCC) is a comprehensive residential and non-residential program designed to provide vocational training and to meet the individual needs of each student. LAJCC is operated by the YWCA of Greater Los Angeles. The program emphasizes meaningful vocational training with related program components supporting the objective of career placement above the helper skill level.
The Los Angeles Job Corps Center is requesting quotes in response to this RFQ for a Consultant who shall serve as a Compliance Trainer for the staff of the Los Angeles Job Corps Center.
1. Consultant shall provide but not limited to the development, implementation, monitoring and evaluation of quality control systems instituted across the campus. Consultant will review the current Quality Assurance Plan and assist in the development of a new plan to be submitted to the San Francisco Regional Office for approval. The Consultant should have prior experience working with Job Corps Centers.
2. Consultant will review and modify the current Quality Assurance Plan based on best practices that will ensure that LAJCC is in compliance with Performance Standards.
3. Consultant will provide staff training to selected programs on campus to ensure a thorough understanding of compliance requirements for records, attendance, leaves, documentation, ESP Panels, and other areas as determined by the Center Director.
4. Consultant shall:
• Maintain productive working relationship with Center Director
• Set, conduct, and attend meetings as approved
• Report progress, problems and concerns to Center Director
• Ensure training in compliance with PRH requirements
• Develop and implement strategies for improvements to meet performance goals as set by Job Corp.

5. Develop and implement quality assurance plan that includes financial quality assurance as prescribed by the PRH for center submission, from an overall oversight perspective.
6. Assist in the strategic realignment of the Center's quality control system and structure.

Consultant shall adhere to and enforce all Job Corps and Department of Labor policies and procedures, including LAJCC's Standard Operating Procedures and the PRH.

4. CTS staff, accountability office , Residential Living Supervisors (3)
5. Individuals Department Managers/Supervisors, as designated.

Training materials to be prepared by Consultant.
Training to be done on LAJCC location.
Training to be provided to line staff, Supervisors and Managers.
Training to be completed during regular work day, over the course of a one week period.
