The solicitation number W913E519T0008 is being issued as a request for quotation (RFQ).
The associated North American Industry Classification System (NAICS) code is 334516 - Analytical Laboratory Instrument Manufacturing.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for one (1) automatic concrete testing frame for the measurement of concrete compressive strength and elastic modulus with the following specifications:
1. General. A compression only testing frame for the execution of various standard testing procedures which measure the properties of concrete in compression, e.g. ultimate strength and elastic modulus. The testing frame shall have a maximum load capacity of 500,000 pounds, and shall be equipped for the testing of cylindrical concrete specimens of both 4x8 inch and 6x12 inch dimensions. The testing frame shall also include a control system which is capable of automatically loading and unloading test specimens in accordance with procedures defined in ASTM C39 and ASTM C469, for measurement of concrete compressive strength and elastic modulus.
2. Power. Instrument shall be powered by 120V A/C with standard US 120 V A/C plug.
3. Compatibility. Instrument shall be compatible with Epsilon brand extensometers for testing of concrete elastic modulus and Poisson's ratio.
4. Materials. Contractor shall provide the following additional materials/ equipment: Test fixtures necessary for compressive strength testing of both 4"x8" and 6"x12" cylindrical concrete specimens, including any required spacers, platens, or mounting hardware.
5. Detailed specifications. The machine must be capable modulating the loading force such that it complies with the procedures detailed in standard specifications ASTM C39 and ASTM C469.
6. Other. Compression frame must remain in calibration after shipping and installation or an estimate of onsite calibration should be included in the quote. Calibration refers to load calibration via NIST traceable means.
Please reference the attached RFQ for applicable provisions and clauses. The following factors shall be used to evaluate offers: ability to meet the required technical specifications, and price.
