The Federal Emergency Management Agency (FEMA), Office of External Affairs intends to award a sole source purchase order under authority FAR 6.302-1, with Congressional Quarterly, Inc, 1255 22nd St, NW, Washington, DC 20037. 

Congressional Quarterly will provide subscription access to CQ.com Exclusive news and Analysis, Advanced Legislative Tracking, report and Notifications, Committee Coverage, and additional resources such as CQ Top Docs and CRS Reports, CQ LawTrack, BNN White House Bulletin, and archives.

This notice of intent is not a request for competitive proposals and a solicitation will not be issued, however the government will consider other responses received in writing with fifteen (15) calendar days of this notice.  No telephone calls will be accepted. A determination not to compete this proposed acquisition is solely within the discretion of the Government.
