NOTICE TO CONSULTANTS FOR CONSTRUCTION MANAGEMENT OF THE FOOTHILLS/BATTERSBY TRAILS PROJECT The City of Enumclaw solicits interest from consulting firms with experience in construction management of federally funded projects. This agreement will be for up to 24 months in duration with the option for the City to extend it for additional time and money if necessary. The City reserves the right to amend terms of this âRequest for Qualificationsâ (RFQ), to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. This project is federally funded under state STIP project ENM-06. Project design was completed by the consultant Huitt-Zollars. Project Description The project consists of an approximately 2,000-ft long Foothills Trail segment along an existing hard surface corridor in King County parcel number 236150-0120 and an approximately 4,000-ft long Battersby Trail segment along the south side of Battersby Avenue / SE 440th Street. Construction is to begin between the dates of April 1, 2020 and May 1, 2020 and be completed within 90 working days. The consulting portion of the project has a zero UDBE goal. Services may include resident engineering, contract administration and documentation, inspection and material testing, as well as all other related tasks for construction management of the project. Evaluation Criteria and Award Statement of Qualification submittals will be evaluated and ranked based upon demonstration of the firmâs experience with similar projects, familiarity with WSDOT LAG and construction manuals and related FHWA processes and procedures, approach to the project, and related work history, as well as resumes of the principal in-charge, resident engineer, contract administrator and inspector(s). Submittals will be reviewed and ranked by a City staff selection team. The intent is to present a negotiated contract with the selected consultant to the City Council for approval no later than January 13, 2020. The selected consultant shall provide a Small Business Enterprise plan for forwarding to WSDOT prior to commencing work.
