Botswana Consultant Statistician

The Centers for Disease Control and Prevention Coordinating Center for Infectious Diseases, National Center for HIV/AIDS, Viral Hepatitis, Sexually Transmitted Diseases, and Tuberculosis Prevention (NCHHSTP) Division of Tuberculosis Elimination (DTBE), International Research and Programs Branch, intend to awards a Sole Source, firm fixed, priced contract in accordance with FAR 13 using simplified acquisition procedures. Services to be obtained are from the London School of Hygiene and Tropical Medicine, Keppel Street, London WC1E 7HT, UK. The London School of Hygiene will provide assistance to a Consultant Statistician to the Botswana Isoniazid Tuberculosis Preventative Therapy Trial. The consultant will provide assistance as needed to the Study Statistician, Provide recommendations to the Principal Investigator, Study Statistician and Co-investigators regarding analyses described in the Data Plan. The Study Statistician will remain the principal statistican on publications related to section I of the Data Plan. Co-authorship on this portion of the analysis is not assured to Consultant Statistician but advice will be acknowledged. Timeline: submit manuscript by April 30, 2010. The contractor will also serve as the principal statistician and a co-author for any publications.

Description of Services:

The analysis to be acquired under this contract will provide a mechanism to complete a specific DTBE activity in Botswana. The specific focus is to provide assistance as needed to the Principal Investigator and the Study Statistician, regarding analyses described in the Data Plan. The data obtained for this project is from the IPT clinical trail that started in November 2004 and completed June 2009

1. To determine the efficacy of continuous IPT compared with limited IPT using the log rank test with propensity score-based adjustments; Kaplan-Meier curves to compare occurrences of TB in the two arms; stratification of the results by CD4 lymphocyte count and positive tuberculin skin testing.
2. Determine in the same cohort the influence of anti-retroviral therapy (ART) in reducing TB disease and in increases in adverse events using Cox regression analysis with ART as a time dependant variable.
3. Submission of at least two manuscripts. The first to be submitted by April 30, 2010 and the second by November 15, 2010.
4. Serve as a statistician and co-author for any publications resulting from analyses described in sections in the Data Plan.
5. Advise on statistics through weekly e-mail or bi-weekly conference calls. Communication to be primarily by email with the principle investigator; conference calls with the Study Statistician and other investigators periodically; travel to Atlanta or Gaborone for meeting is not anticipated.
