All requirements listed below are mandatory unless otherwise noted. This RFI / Sources Sought Notice is not a request for proposal and in no way obligates the Government to establish a relationship with any business entity. This RFI / sources sought notice contains currently available information. This information is subject to change at any time. The responses received from interested contractors will assist the Government in determining the appropriate acquisition method.
REQUIREMENTS:
The Contractor shall provide the following specific tasks:

0001 Provide Music Support and Leadership for Worship Services
0002 Conduct and Lead Music Rehearsals for Worship Services
0003 Provide Music Support and Leadership for Special Music
0004 Conduct and Lead Music Rehearsals for CLIN 0003
0005 Provide Music Support for Funerals/Memorials
Contract Line Number (CLIN) 0001 - Provide Music Support and Leadership: Play the Piano, and/or keyboard, and/or organ, during the Sunday Worship Service at the Fort Riley Chapels. Coordinate music style/selections/program as directed by the Chapel Pastor; lead music accompaniment(s) in the playing of their instruments; lead the congregation in the singing of hymns, choruses, spiritual songs, praise and worship songs, etc; perform prelude, postlude, offertory, back ground music, for meditation and prayers as directed by the Chapel Pastor or his representative.
Contract Line Number (CLIN) 0002 - Conduct/Lead Music Rehearsals: Conduct and lead music rehearsals in preparation for Worship Services/Programs at the Fort Riley Chapels. Date/time of music rehearsals are to be coordinated with the Chapel Pastor. In addition to the Contractor, music rehearsals must include at least one other musician, or accompanist, or singers.
Contract Line Number (CLIN) 0003 - Provide Music Support and Leadership for Special Music Programs. Special Music Programs are determined by, and coordinate with, the Chapel Pastor. Special music programs will follow the same guidance as in CLIN 0001, and may include, but not limited to: holidays/holy days services and other music worship events conducted at the Fort Riley Chapels.
Contract Line Number (CLIN) 0004 - Conduct and Lead Music Rehearsals for (CLIN 0003)
Contract Line Number (CLIN) 0005 - Provide Music Support for Funerals and Memorials. Funerals/memorial ceremonies and services are determined by, and coordinate with, the Chapel Pastor. Funerals/memorial services will follow the same guidance as in CLIN 0001.
The Contractor is required to accurately report all contract man-year equivalency (CMEs) in the Contractor Manpower Reporting Application (CMRA). The contractor performance under this statement of work does not require the contractor to have access to the Fort Riley's network; hence security clearance is not required at this time.
Contractor shall submit invoices for the previous month by the 10th of each month. Payment will be authorized only for those services (units) actually performed and verified by the Government.
INSTRUCTIONS: To respond to this Notice, the Vendor must provide the following information:
1) General Information about your firm: Company Name, Address, Point of Contact with Telephone and FAX numbers and E-mail address, GSA Schedule Number (if applicable), Cage Code, DUNS Number, Tax ID Number;
2) Description of Musician services which meet the minimum requirements as specified above. Provide a Performance Work Statement (PWS) in response to the attached Statement of Objectives (SOO).
3) At least three (3) past performance references in the last three (3) years that include complete and current information (customer name, project name/contract number, address, point of contact with current phone number and email) for work performed similar to the requirements specified above.
NOTE: Responses which do not address the above requirements above will not be considered.
PLEASE INDICATE WHICH TYPE (TRADITIONAL, CONTEMPORARY, AND/OR GOSPEL) PIANIST SERVICES YOU CAN PROVIDE WITH RESPONSE.
The information contained in this Notice will be the only information provided by Fort Riley during the information gathering process. All qualified sources should respond to this Notice by submitting information in accordance with the instructions provided. Vendors responding to this Notice and deemed qualified by Fort Riley may be requested to submit a proposal in response to a solicitation. Only vendors deemed qualified will be permitted to submit proposals. If suitable responses are received from qualified sources, the Government anticipates release of a solicitation during the second quarter of FY2018.
Responses to this Notice are due to the POC no later than Monday, May 7th, 2018, at 12:00 Noon EST and shall be submitted electronically via email only to the attention of Monica Haskins. The subject line of the email message shall be: RFI Fort Riley Contemporary Protestant Musician Services. No other method of transmittal will be accepted. The response shall not exceed twenty-five (25) pages. Unnecessarily elaborate submissions are discouraged. Access by the Government to information in any files attached to the response is the responsibility of the submitting party. The Government is not responsible for any failure to access vendor information.
