The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with IPG Photonics, for the acquisition of a Continuous Wave (CW), Single-Mode, 1000 Watt Fiber Laser, to be used by the Production Systems Group (PSG) at NIST, Gaithersburg, MD campus.

***** Sole source determination is based on the need for a Continuous Wave (CW), Single-Mode, 1000 Watt Fiber Laser, Chiller, and Collimator to be compatible and interchangeable with an existing IPG Photonics YLR-1000-WC-Y14 optical system. A 1000 W laser requires and external water chiller in order remove excess heat from the laser source unit. The chiller must meet engineering requirements based on the heat output of the laser source unit, and must be compatible with water connections and flow restrictions. In addition to the chiller, a new laser collimator lens is required, which must be compatible with the laser fiber. Procuring the laser, chiller, and collimator from IPG ensures cross-compatibility. IPG does not have any authorized resellers and is the only vendor capable in providing the required Continuous Wave (CW), Single-Mode, 1000 Watt Fiber Laser.

*****The North American Industry Classification System (NAICS) code for this acquisition is 334516- Analytical Laboratory Instruments.

****** A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

*****Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Any questions regarding this notice must be submitted in writing via email to Prateema Carvajal at [email protected]. All responses to this notice of intent must be submitted so that they are received at [email protected] no later than April 13, 2017 at 8:00 AM Eastern Time.
