i. This is a combined synopsis/solicitation for commercial supplies prepared in accordance with Federal Acquisition (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and A WRITTEN SOLICITATION WILL NOT BE ISSUED. This combined synopsis/solicitation will result in a firm fixed price commercial supplies purchase order. ii. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. The NAICS code is 111150. This is being offered as a full and open opportunity. All responsible and responsive offers will be considered.The small business size standard is $0.75 million in sales, or less. iii. This requirement is for the United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection and Quarantine (PPQ), Edinburg, TX. iv. The solicitation number for this effort is 161333 and this combined synopsis/solicitation is issued as a request for quotation (RFQ.) v. The provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. REQUIREMENTS AND QUANTITIES: This requirement consists of one line item: CLIN 01- 242 tons of Corn Cob Grounds, #100, 80 mesh and finer, in 50 pound bags, palletized, 40 bags per pallet, stretch wrapped. Delivery schedule consists of 22 tons each delivered on or before: May 12, May 26, June 9, June 23, July 7, July 21, August 4, August 18, September 1, September 15 and September 29, 2008, for a total of 242 tons. Deliveries shall be during business hours Monday through Friday from 7:00 a.m. to 3:30 p.m. Deliveries will not be accepted after 3:30 p.m. The contractor shall supply the quantity of line items listed above, and in accordance with the technical specifications outlined in this combined synopsis/solicitation. vii. A trade off process will be used to evaluate quotes. The Government intends to evaluate offers and award without discussion, however, the Government reserves the right to conduct discussions later if determined necessary by the Contracting Officer.
