ACC-RI, on behalf of CCDC CBC, intends to issue a competitive Cornerstone Initiative Request (CIR) for Energetic Material Synthesis on or after 21 October 2019, with an estimated closing date of 30 days after issuance. The CIR for Energetic Material Synthesis is restricted to Cornerstone consortium members.
The CIR will solicit proposals for one (1) expenditure-based OTA with incremental payments made upon completion of specific milestones. Period of performance will be up to five (5) years. A follow-on production OT for each compound of interest will be pursued upon successful prototype completion.
The Government requires high energy formulations for novel and legacy warheads. In order to meet these requirements, novel compounds need to be scaled up and converted into energetic formulations by utilizing commercial technologies for defense purposes. The prototypes for this initiative are the novel energetic and inert compounds, and high energy formulations developed utilizing these compounds. These prototypes address proof of concept and demonstration of technical and operational utility of existing DoD munitions and enhanced developmental warheads to meet Army cross functional team goals.
The CIR for Energetic Material Synthesis will be communicated to the Cornerstone consortium and companies with pending applications via email. Entities are required to have begun the membership process for their proposal to be reviewed. Entities must be members of the Cornerstone consortium, with a signed Cornerstone Consortium Management Agreement, to be awarded this OTA task.
