This purchase is for a commercial item/service and will be made using FAR 12 and the Simplified Acquisition Procedures at FAR 13. Other than full and open competition is authorized pursuant to FAR 13.106-1(b). Reason being is the Air Force Research Laboratory and the Air Force Corrosion and Prevention Office evaluated and approved GPX media for use on all AF aerospace and non-aerospace equipment. The T-6A System Program Office has authorized the use of this product to remove the paint from T-6A substrate here at Columbus AFB. Since Archer Daniels Midland is the only manufacturer/vendor of this particular product; it is in the government's best interest to solicit this requirement sole source.

This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to William Stinchcomb, Contract Admisinstator, william [email protected] no later than 4:00 PM CDT on September 3, 2010. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
