The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control, (NCIPC), intends to award a sole source purchase order to the National Association of Medical Examiners (NAME), 31479 Arrow Lane, Marceline, MO 64658, to obtain technical assistance to develop a "best practices" guide for Coroners/Medical Examiners (C/ME) data sharing with NCIPC National Violent Death Reporting System (NVDRS).

The statutory authority for this sole source acquisition is 10 U.S.C 2304(c)(1) in accordance with FAR Part 6.302.1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS code for this procurement is 541990, All Other Professional, Scientific and Technical Services, with a size standard of $14M.

The period of performance is a 12 months plus one option year.

The purpose of this procurement is to procure technical assistance from NAME to support the National Violent Death Reporting System, managed by the NCIPC. The Agency can collaborate with this national organization that represents those individuals responsible for the investigation of violent deaths and the determination of cause and manner of death. No other organization has the expertise such as medical examiners, forensic pathologist and coroners that complete both autopsy and reports that contribute to the data required by NVDRS. This collaboration will result in the development of "best practices" guide for C/ME data sharing with NVDRS, )., including model strategies and methods for improving current C/ME data collection and moving toward electronic data sharing models such as the Electronic Death Registry System [EDRS]). The NAME organization can develop the Best Practices guide and update medical examiners regarding NVDRS progress and efforts through publications and attendance/presentation at various conferences, annual meetings and publications.

Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit capabilities statements to the Contract Specialist within 15 days from the posting date of this notice. The Government will review all capabilities statements submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used solely for the purpose of determining whether to conduct a competitive procurement. The capability statements shall be submitted electronically via e-mail to the Contracting Specialist Matthew Ellington at [email protected] on or before 2:00 pm (1400) EASTERN STANDARD TIME on September 5, 2013.
