The U.S Department of Agriculture (USDA) has a unrestricted Request for Proposal (RFP) for a Correspondence System.  USDA receives thousands of pieces of correspondence each month - from questions about loans and grants, to requests for assistance, to comments and ideas for solving the challenges facing the agriculture community. After reviewing the current legacy document management system used across agencies for managing correspondence, we believe implementation of a cloud-based Customer Relationship Management (CRM) enterprise system would greatly improve our communications, products and services, and real-time exchanges with constituents and other stakeholders.  Through on demand solutions, vendor partners are sought to offer software that can be delivered through the Internet, thereby eliminating the need to acquire licenses, deploy applications, and maintain them on-premise with a dedicated development and support team. Industry responses to this enterprise Customer Relationship Management (CRM) solution shall: Demonstrate application of contemporary CRM best practices for the USDA enterprise through a proposal and concept of operations model Offer sustainable Software as a Service (SaaS) architecture, business model, and service levels for solution hosted at an approved contractor and/or government site. Submit a tested and mature CRM services menu, including essential competencies such as detailed services offered, cost controls, capacity management, demand management, quality assurance, security, and performance measurement, among other core competencies. Present a scalable CRM project plan supporting the USDA correspondence pilot (four USDA agencies) for a 90 day proof of concept, to include legacy data migration examples. Construct low-risk plan to migrate legacy archival data in the existing Oracle-based document management system to the new solutions within 60 days of contract optional task order award.   THIS SOLICITATION IS NOT CURRENTLY AVAILABLE.  THE SOLICITATION WILL BE AVAILABLE SOLELY THROUGH FEDBIZOPPS.
