USAID/Kenya and East Africa seeks to procure between $2 and $2.5 million in additional services under the contract number AID-623-C-14-00007 titled "Strengthening Somali Governance" (SSG) implemented by Chemonics International, 1717 H ST NW ST, Washington, DC 20006-3900; as authorized under AIDAR 706.302-70 (b)(5), Impairment of Foreign Aid Programs.

The original solicitation for this award has been uploaded as an attachment to this notice.

The required period of performance for the above cited services will extend the period of performance of the subject contract. The government intends to solicit and negotiate with only one source under the authority of AIDAR 706.302-70(b) (5). Interested persons may identify their interest and capability to respond to the requirement.

This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, per FAR Subpart 5.203 (a) all responses received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely at the discretion of the Government. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered.
