STATEMENT OF DUTIES
Background:
This position will be located in the Narcotics Affairs Section (NAS), US Embassy Bogota, Colombia. The position will serve as a Counter Narcotics (CN) Reestablishment Program Advisor to the Colombian National Police (CNP). The incumbent will assist in the implementation of a bilateral United States Government (USG) and Government of Colombia (GOC) projects to reestablish police presence and public security in conflicted areas.
Purpose:
The purpose of this position is to provide a Counter Narcotics (CN) Reestablishment Program Advisor for the NAS Interdiction Program. The incumbent serves as the in-country police establishment advisor to assist the NAS Interdiction Program Manager in Colombia by advising and implementing police programs in the field.
The incumbent advises, oversees, and assists in the development, coordination, and implementation of all aspects of police establishment and plans in support of counter-narcotics and rural police establishment operations. The Advisor will review, develop, implement, and/or contribute to a wide variety of plans, policies, and procedures for advancing Embassy policies.
The incumbent is supervised by the Interdiction Program Manager and the PSC exercises latitude for independent action. Completed work is reviewed for timeliness and effectiveness.
Duties and Responsibilities:
a. Under the direction of the NAS, the incumbent will advise/assist NAS/INL sponsored/directed activities in support of the CNP and Public Security operations/establishment in rural and forward areas.
b. Advise the CNP on projects to establish police presence in rural zones and public security in conflicted areas.
c. Advise/assist the GOC on the selection of sites; ensure close coordination between the NAS and various GOC agencies, including the Ministry of National Defense, the military, the Ministry of Justice and Interior, and public service agencies, as well as with other Embassy elements.
d. Advise the CNP on the organizing training and equipping of rural police forces; coordinate procurement and delivery of equipment; determine training requirements and coordinate training; and conduct small-scale, on-the-job training, as feasible.
e. Coordinate with the NAS Construction Advisor and other construction entities on the construction of secure police installations throughout Colombia; determine installation requirements; and coordinate security requirements with the NAS Security Advisor.
f. Coordinate with the NAS Communications and Weapons Advisor and the CNP on communications and intelligence systems to provide enhanced warning of hostile actions and coordination of GOC reaction forces.
g. Advise the CNP on ground mission planning, to include the proper use of assets available to ensure maximum effective use of limited assets.
h. Support coordination between CNP Eradication and Establishment programs to maximize support to eradication missions.
i. Visit field sites and operational areas to ensure CNP are utilizing USG provided equipment properly.
j. Ensure that USG-provided commodities are utilized effectively and that there is no fraud, waste, or mismanagement in the program through continuous oversight, accountability, and end-use monitoring in the operational area.
k. Continuously evaluate and advise the NAS on the performance of Colombian agencies receiving NAS/INL assets and resources in order to recommend improvements to projects.
l. Assist in budget preparation and program planning.
m. Brief DOS, Congressional, and other visiting officials on the status of projects; assist in developing appropriate itineraries and in escorting official travelers, as directed.
Minimum Qualifications:
1. Possess US citizen and ability to obtain and maintain a DOS security and medical clearance.
2. Possess in-depth knowledge and experience as a security advisor with the U.S. Armed Forces and/or U.S. Civilian Agency/Corporation.
3. Possess in-depth knowledge of military and/or police training activities.
4. Ability to write and speak Spanish at a minimum of level 3+/3+.
5. Knowledgeable of command communications, government intelligence procedures, aircraft maintenance, and logistics management procedures.
6. Knowledgeable of weapons and armament systems is desirable.
7. Proficient in Microsoft Office Suite.
8. Knowledgeable of police and/or military tactical employment in a counter-narcotics operation.
Evaluation Criteria:
Factor 1: Offeror's experience and knowledge in developing, coordinating, organizing, and implementing support programs to foreign country security forces. (35 points)
Factor 2: Past Performance: Offeror's previous experience and quality of performance. (Evaluator may use all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from references.). (25 points)
Factor 3: Offeror's demonstrated experience in procurement and providing logistical support. (20 points)
Factor 4: Offeror's demonstrated experience in initiating, performing oversight, and evaluating security training and logistics programs. (20 points)
COMPENSATION
Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant's experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
