In accordance with FAR 6.302-1, the Government intends to award a sole source contract for services to provide the U.S. Army Aviation and Missile Research, Development, and Engineering Center (AMRDEC) Software Engineering Directorate (SED). The Software Engineering Directorate (SED) Apache Lab requires the North Atlantic cPCI-3U Multifunction I/O Board which provides the Synchro signals to the Systems Processor and receives the Resolver signals from the Weapons Processor during testing in the Common Test Environment. Unavailability of this equipment will result in a loss of capability for the Common Test Environment and will impact the Government's ability to assess the flight safety status of Apache Block II.

The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to perform the software licenses and maintenance obligations. This requirement is in support of the U.S. Army Aviation and Missile Research, Development, and Engineering Center (AMRDEC) Software Engineering Directorate (SED), Redstone Arsenal.

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer.
This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
