In accordance with FAR 12.603(c)(2): This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation, which incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-83.

The Government intends to award a Firm-Fixed-Price Contract based on Lowest Price Technically Acceptable. The associated NAICS code for this acquisition is 811310 with a size standard of $7,500,000.00. In accordance with FAR 52.219-6, Notice of Total Small Business Set-Aside, this is a notice that this order is a set-aside for small business concerns.  Only quotes submitted by small business concerns will be accepted by the Government.  Any quote that is submitted by a contractor that is not a small business concern will not be considered for award.

 In accordance with FAR 52.232-18, Availability of Funds (Apr 1984), funds are not presently available for this contract.  The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.  No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
