1. The Securities and Exchange Commission, Office of Acquisitions, intends to negotiate a sole source award with Integra FEC LLC, 1801 Lavaca Street, Suite 101, Austin, Texas 78701. The sole source contract will provide the Division of Economic Risks and Analysis (DERA) and the Office of the Credit Ratings (OCR) with academic credit ratings expertise to establish and support the implementation of a quantitatively-driven, credit ratings analysis program. The resulting Time and Materials Contract will have a period of performance of a 12-month base period and four (4) 12-month option periods. The contract action is for services for which the Government intends to solicit and negotiate with only one sole source under the authority of FAR 6.302-1 and the Title 10 U.S.C. 2304 (c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Negotiation being conducted using other than full and open competition procedures pursuant to authority of FAR 6.302-1. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. This notice of intent is not a request for competitive proposals. The Government will not be responsible for any cost incurred in preparation of statements, proposal, or quotations. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation or additional information will be made available with regard to this sole source notice.
