The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to negotiate under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b) sole source with the CAP Index, Inc. This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposal. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received from interested parties will be considered solely for the purpose of determining whether to conduct a competitive procurement. Crime Forecasting reports determining the likelihood at any location in the U.S., U.K., and Canada. The model must present scores and specific trend analysis of the risk of the crime. The model must be updated annually, contain reports that are site-specific and measure the potential crime from the community. The model must also provide complete coverage for the U.S., U.K., and Canada. The model must be available through use of a website, interpret the known as well as planned demographic make-up of a community to provide an accurate trend analysis and the model must be delivered electronically in a database format. The period or performance is June 12, 2009 - June 12, 2010.
