Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

3. Add Clause 52.216-2, Economic Price Adjustment – Standard Supplies (Jan 1997) DEVIATION
FAR 52.216-2 Economic Price Adjustment
As prescribed in 16.203-4(a), insert the following clause. This clause has been modified by increasing the 10 percent limit on aggregate increases, upon approval by the chief of the contracting office.
Economic Price Adjustment -- Standard Supplies (Jan 1997) DEVIATION
The two primary raw materials in potassium acetate are acetic acid and potassium hydroxide. The primary raw material in acetic acid is methanol.
The change in the material price for methanol will be based on the IHS Methanol Index, North American Contract Net Transaction, FOB Houston, Cents per Gallon average for the months of October through the following March of the previous winter season.
To determine the price change for one pound of acetic acid, the following steps will be used:
A. Divide the change in the methanol price by 663 (6.63 lbs is the weight per gallon of methanol converted to cents per gallon of methanol to cents per pound)
B. Multiply the result of item A by 0.545 (the yield or conversion of methanol to acetic acid) to get the increase/decrease per pound of acetic acid

6.63 = weight of lbs per gallon of methanol
0.545 = conversion factor of methanol to acetic acid
0.01 = conversion rate of cents to dollars

The initial price for acetic acid will be based on the average for the months of October 2020 through March 2021.
The change in the material price for potassium hydroxide will be based on the IHS Chemical Global Chlor‐ Alkali Monthly Market Summary; average for North America Potassium Hydroxide (KOH), Cents per Pound, product prices. The initial price for potassium hydroxide shall be based on the monthly (May 2021) price for 45% solution.
The pricing may be adjusted each July 1 based on the changes each year in the previous IHS price versus the current IHS price. Since initial pricing will be fixed through June 30, 2022, for the 2022 price review, the baselines outlined above will be used to compare against the 2022 values. Cryotech shall provide Elmendorf Air Force Base with the necessary documentation to substantiate such annual index prices for methanol and potassium hydroxide, whether Cryotech is requesting an increase or decrease.
To determine the price change for one gallon of potassium acetate liquid runway deicer, the following steps will be used:
A. Multiply the change in acetic acid price by 0.3328 (the factor of how much acetic acid produces one gallon of E36).
B. Multiply the change in potassium hydroxide price by 0.6909 (the factor of how much potassium hydroxide produces one gallon of E36).
C. Add the increase/decrease from Steps A and B together to show the total increase/decrease per pound.
D. Multiply the result from step C by 10.68 (the weight in lbs per gallon of E36) to convert the increase/decrease per pound to a per gallon basis.
E. Round the change per gallon to the nearest penny.
F. Add the results to the previous year’s price.

As prescribed in 11.703(a), insert the following clause:
Variation in Quantity (Apr 1984)
(a) A variation in the quantity of any item called for by this contract will not be accepted unless the variation has been caused by conditions of loading, shipping, or packing, or allowances in manufacturing processes, and then only to the extent, if any, specified in paragraph (b) of this clause.
(b) The permissible variation shall be limited to:
Five Percent increase
Five Percent decrease
This increase or decrease shall apply to CLIN0001.*

The purpose of this amendment is to extend the solicitation close date from 23 August 2021 to 27 August 2021.
COMBINED SYNOPSIS/SOLICIATION ‘COMBO’:
Cryotech E36 Potassium Acetate IDIQ
The United States Air Force, Joint Base Elmendorf-Richardson (JBER), requires Cryotech E36 Potassium Acetate for airfield deicing operations. The minimum obligated amount of this contract is 20,000 gallons with an anticipated maximum estimated quantity over the life of the contract (5 year ordering period) is 1,000,000 gallons.

For a quote to be considered it must be emailed to the Contracting Specialists, [email protected] and [email protected], by the response time and date. Response time, regardless of time listed in beta.sam.gov is August 23, 2021 at 12pm Alaska Daylight Time. Occasionally the system lists a different time or no time at all. Any quote received after 12pm on August 23, 2021 will be late and could be considered nonresponsive.
