The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified firms interested in administering a Systemwide Employee Assistance Program (EAP) for California State University (CSU) campuses and the Chancellorâs Office and their employees effective on or after August 1, 2018. As a public higher education employer, the CSU is concerned with the health, welfare and job performance of its employees. The CSU recognizes the seriousness of emotional, family, and interpersonal problems and their effect on the lives and productivity of CSU employees. The CSU has outlined the expectations of the firm as it relates to this search within the RFP. The selected firm will administer the CSU Systemwide Employee Assistance Program for the campuses that agree to participate in the Master Enabling Agreement (MEA). It is at the campusesâ option to participate in the MEA. Currently, there are seventeen (17) campuses, plus The Chancellors Offices participating. CURRENT ENVIRONMENT In the current environment, it is not mandatory for campuses to use the CSUâs Systemwide EAP Provider. However, 17 campuses plus The Chancellors Office currently participate in a MEA with the current Systemwide EAP carrier. The following no cost, confidential counseling and referral Employee Assistance Program services are offered to assist employees in the following areas: a) Alcohol abuse; b) Substance abuse; c) Marital and family issues such as domestic violence, grief and loss; d) Emotional, personal and stress concerns; e) Legal matters; f) Financial and Credit problems; g) Dependent care (Elder and Child care); h) Crisis intervention i) and other related issues by providing access to a statewide network of resources which offer assistance in handling and/or resolving these areas of concern, including but not limited to: ⢠Education/Training: On-site (âBrown Bagâ) Health Promotion and Wellness Seminars ⢠Supervisor Training â Supervisory and management consultations for assistance in dealing with employeesâ problems. ⢠Additional training (onsite/online) as deemed necessary by the CSU. ⢠Provide resources for targeted campuses in the event of natural disasters such as fires or any catastrophic event that may occur. The EAP Provider shall make available confidential evaluation, referral, case management and follow-up services to assist employees located throughout the state of California. QUALIFICATIONS The key objective of this RFP is to seek responses from qualified EAP Proposers who can: ⢠Provide high quality employee assistance program coverage and service capabilities; and ⢠Deliver a provider network that can adequately serve the geographic locations of California State University employees and their eligible dependents. Therefore, at a minimum, a qualified EAP Proposer is one that: a) Is currently licensed to do business in the State of California; AND has a Knox Keene License and will continue both during the term of this contract. b) Has a minimum of five (5) yearsâ experience delivering comprehensive employee assistance programs to major employer clients similar in size and scope to the California State University; c) Has a broad network of certified EAP service providers across all areas of California that can provide services to all designated CSU campuses.
