The Billings Area Indian Health Service (IHS), Crow Service Unit in Crow Agency, Montana intends to award a non-competitive contract with Abbott Laboratories, Inc. for laboratory reagent controls and consumables for the Abbott Cell - DYN Ruby analyzer located in the laboratory at the Crow Service Unit, Crow Agency, Montana. Pursuant to the authority of the Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, 41 U.S.C. 253(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." In accordance with a lease agreement currently in effective with Abbott for the Cell-Dyn Clinical Chemistry Analyzer the service unit will utilize the reagents and consumables specifically made and marketed by Abbott Laboratories for the Cell-Dyn analyzer. The delivery/task order shall be for the 2016 fiscal year; consisting of a 12 month period beginning on October 1, 2015 and ending on September 30, 2016. Any qualified business that believes it can meet the requirements may give written notice to the Contracting Officer by September 21, 2015 at 4:00 p.m. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with requirements listed. Also, provide specifics which determine that competition would be advantageous to the Government. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct future competitive procurement actions. If no responses are received, the Government will proceed with the sole source acquisition with Abbott Laboratories, Inc.
