The Federal Bureau of Investigation (FBI) intends to negotiate a sole source period of performance extension to the exiting Task Order (DJF-14-1200-D-0003034) with Harkcon Inc., the incumbent, under the Solutions for Administrative & Program Services (SOAPS) Blanket Purchase Agreement (BPA) DJF-14-1200-S-0006607. This is a four-month period of performance extension (two - two month options).

Harkcon Inc. has an existing Task Order under SOAPS for the period of performance through November 29, 2019. A Sources Sought was released on Fedbizopps (FBO) July 31, 2019 for the DC area. Since the posting of the FBO Sources Sought, the Government decided that it is in its best interest to add Huntsville, AL to the requirement. Therefore, on August 6, 2019, the CO amended the Sources Sought to include AL. Responses are due August 23, 2019.
A re-compete is in process and this period of performance extension request will be held in reserve and only exercised in the event that a new award is not placed by November 29, 2019. The CO estimates two- two month option periods may be necessary:
• November 30, 2019 - January 31, 2020
• February 01, 2020 - March 31, 2020
The incumbent is the only vendor capable of maintaining services at the quality required during this short time. It is unlikely a new vendor could successfully hire staff for such a short period of performance.
This contract modification is authorized under FAR 8.405-6(a)(1)(i)(B) - Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
While other vendors may be capable of meeting the FBI's requirements in general, Harkcon is the only source capable of providing the highly specialized services for the anticipated four-month period of performance without uninterrupted support and at the level of quality required.
This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.
