Summary The City of Santa Monica, (referred to hereafter as “the City”) is inviting proposals from qualified persons or firms interested in providing professional services for safekeeping and custodial services. The required services and performance conditions are described in the Scope of Work section. The term of the agreement will be for five years. 2. Background The City of Santa Monica (the City) was incorporated in 1886 and adopted its City Charter in 1945. In 1947, a Council-Manager form of government was established. The City provides a wide range of municipal services including community planning and development, public safety, building and safety, street maintenance, beach maintenance, and recreation services. Solid waste, water, wastewater treatment services, and public transportation are also provided by the City as enterprise funds. The City has a total budget of approximately $654.9 million for fiscal year 2022-23 and has approximately 1,945.5 permanent full-time employees. As of July 31, 2022, the book value of the City’s investment portfolio is approximately $558 million (exclusive of funds invested in the State Local Agency Investment Fund) consisting of approximately 251 security holdings. The size of the portfolio could vary during the term of the contract. Funds are invested in accordance with Section 53601 et al. of the State of California Government Code and the City’s Investment Policy, which is approved by the City Council annually. Assets are fixed-income investments, including Federal Agency securities (GSE’s), U.S. Treasury securities, Supranationals, Municipal Bonds, and Corporate Bonds. The bond structures include “bullets,” discount securities, callable securities, and “Step-ups.” The City pools its cash balances of all funds on deposit and invests for the purpose of providing safety of principal, liquidity, and a market rate of return after the standards of safety and liquidity have been met according to California State Government Code Section 53601 et al. and the City’s Investment Policy. 3.
