The Centers for Disease Control and Prevention, National Centers for Environmental Health intends to award a sole source firm-fixed price contract to procure custom 13C-labeled spiking standards for the measurement of PCBs, polychlorinated dibenzodioxins/furans and dioxin-like PCBs found in human serum to Cambridge Isotope Laboratories, 3 Highwood Drive, Tewksbury, MA 01876.

These products are custom-designed analytical standards that are carbon-13 labeled and formulated specifically for the analyses performed in the Persistent Organic Pollutants Laboratory. These standards are only available from Cambridge Isotope Laboratories and are required for continuing ongoing biomonitoring studies. No other products will meet the requirements of the Persistent Organic Pollutants Laboratory. The analytical standards from Cambridge Isotope Labs are custom-formulated to provide exactly the "Limits of Detection" and the linear range that the Persistent Organic Pollutants Laboratory requires in order to continue its ongoing biomonitoring studies.

The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 325199 All Other Basic Organic Chemical Manufacturing with size standard of 1250 employees.

No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.

Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
