DISCRETION OF THE GOVERNMENT.
This is a Notice of Intent to award a sole source contract for repair/overhaul of Ship's Service Air Compressor (SSAC) #1, #2, and #3; as well as High Pressure Air Compressors (HPAC)#1, #2, #3, and #4; and repair/overhaul of O2N2 Production Plants #1 (HPAC's #5, #6, #7, and #11) and #2 (HPAC's #8, #9, #10, and #12) on a Nimitz class aircraft carrier.
Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF)Contracting Office (Code 440), hereby provides notice of its intent to award a sole source, Firm Fixed Price single award contract (FFP) to Siemens Government Technologies, Inc. d/b/a SGT Dresser-Rand, Brandywine Ave., Chula Vista, CA 91911. The Government intends to issue a solicitation on this action on or around April 13th, 2018.
The proposed contract action is for products and services for which the Government intends to solicit only one source. This requirement is for the Original Equipment Manufacturer (OEM) to provide the technical services, including labor, management, supervision, tools, materials, transportation, and equipment necessary to repair and overhaul all identified deficiencies.
Under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the agency requirements. Dresser-Rand is the authorized OEM, and the only manufacturer in the United States with access to the OEM drawings and proprietary information. Proprietary information includes patents held by Dresser Rand affecting the fit-up, installation, and compatibility for this product shipboard. Proprietary data includes material composition, part dimensions, and machine tolerances.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
