THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Jacksonville District, US Army Corps of Engineers (USACOE) intends to negotiate on a noncompetitive basis in accordance with FAR 6.302-1(a)(2) "Only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements" to ARMEDIA, LLC, 8221 Old Courthouse Road, Suite 300, Vienna, VA 22182 to provide CYA SmartRecovery Maintenance for license #335-001. CYA SmartRecovery Maintenance for license #7120-001. This software must be renewed by our current provider as the licensing that was previously negotiated is not available from any vendor and is not available to new customers (we have grandfathered in). An award to any other source would affect the US Army Corps of Engineers ability to provide the technical information required and would not provide any cost savings to the Government. This service will be delivered to the Jacksonville District, USACOE. NAICS Code is 541511, FSC 7030 and Size Standard is $27.5 Million.

The sole source determination based on ARMEDIA being the only eligible company that can deliver the desired service without resulting in substantial duplication of costs to the Government that is not expected to be recovered through competition.

This Notice of Intent is NOT a request for competitive proposals. Parties may express their interest; accompanied by supporting literature, to the Contracting Officer no later than September 26, 2016 C.O.B. Responses should be sent to [email protected]. Telephone responses will not be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer.
