Quotations will be evaluated based on technical capability, price, and delivery terms. All factors are of equal importance: however, the Government reserves the right to make an integrated evaluation resulting in the best value to the Government, price and other factors considered. Award may go to other than the lowest price offeror at the sole decision of the Government. All quotations received by 12PM EST on 12 April, 2013 will be considered by the Government.
