PERFORMANCE DECISION OF A STREAMLINED COMPETITION STUDY UNDER OMB CIRCULAR A-76. Pursuant to OMB Circular A-76 and AFI 38-203, on August 26, 2005 public notification was made to announce a streamlined competition study of Weather Data Collection and Dissemination System/Database Assurance performed at Air Force Weather Agency, located at Offutt Air Force Base, Nebraska. On September 7, 2005, the Competitive Sourcing Representative reviewed and certified the streamlined competition form (SLCF), indicating the study completion. Under this formal notification, the Contracting Officer announces the performance decision that these functions and operations will be performed by the private sector. In accordance with FAR Subpart 19.8 and DFARS Subpart 219.8, the Small Business Administration (SBA) 8(a) sole source procedure will be utilized to award directly to a capable 8(a) contractor identified during market research already conducted.
