The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department Philadelphia intends to acquire, on an other than full and open competitive basis from Jeppesen Sanderson, Inc. of Englewood, CO, mission planning software support services for 55 aircraft belonging to the Fleet Logistics Support Wing (FLSW) including the C-37A; the C-20G; the C-9B; the DC-9; the C-20A/D; the C-130T; and the C-40A. The mission planning software support services will include the Jeppesen MilPlanner?; Mission Ops eCharts; OpsData; BLT airport data; paper enroute charts and plotting charts. The procurement is being processed through other than full and open competition pursuant to the authority of Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.501(a). The Government intends to solicit and negotiate with Jeppesen Sanderson, Inc. since they are the only vendor with the unique capability/products to meet the unique and specialized nature of the FLSW and its mission in regards to their needs for flight plan information, aeronautical charting information, and commercial runway analysis and engine-out turn procedures. It is anticipated that the contract will contain a base period of twelve (12) months with three (3) twelve-month option periods. A Firm-Fixed Price type of contract will be awarded as a result. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability to respond to this requirement. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely within the discretion of the Government. The Government will not pay for any information submitted in response to this notice.
