The United States Air Force Academy intends to acquire from Lextech Inc., AFGROW software modifications under FAR Parts 12 and 13. Requirements include adding a tabular stress intensity (K) solution for corner-cracked, open holes under tension, bending and bearing loading. Interested firms have THREE (3) days from the publication of this synopsis to submit to the identified point of contact a statement of capabilities describing their firm's familiarity with AFGROW source code, data structure, programming logic and their ability to perform this work in a timely manner. Such technical information will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the THREE (3) days or without the required information will be considered non-responsive to the synopsis and will not be considered. Based upon responses to this notice, a determination by the Government not to compete this proposed effort on a full and open competitive basis, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
