The Bureau of Alcohol, Tobacco, Firearms, and Explosives is requesting quotes for Axis IP Video Camera, Model #214PTZ (Pan, Tilt, Zoom), quantity 100 each, and Axis IP Video Server, Model #241/S pack of 10 each. The equipment will be used with existing Axis equipment. If an equal is submitted the following specification must be met and proven: Any substitute camera must be fully compatible with the recording software and DVRs that ATF has. They must have low light operational capabilities and ease of operation. Small size for the overall unit is a must. Any substitute must meet at least 18x optical zoom lens as well as a 24x digital zoom. Automatic focus capability. Camera must have low light capability of 0.005 lux in the black and white mode. It must maintain the color mode down to 0.3 lux, automatically switching to black and white at that point. It should allow 20 separate viewers while transmitting in the motion JPEG mode and an unlimited number of viewers while in the MPEG-4 mode. The Pan rate must be no less than 100 degrees per second and a tilt rate of 90 degrees per second. The camera should have an adjustable frame rate and bandwidth with full duplex audio at 64 Kbps.
