This solicitation is being cancelled and being readvertised as a Full and Open Competition, the new solicitation number isDTFH61-03-Q-00024. The Federal Highway Administration (FHWA) plans to award a sole source Purchase Order to Mobile Satellite Ventures-New Orleans Teleport, Inc. for the continuation of monthly satellite services for seventy-five (75) existing telephones and equipment. Mobile Satellite will provide services for the Mitsubishi ST-151 Satellite Terminal which is owned by the FHWA and operated by Mobile Satellite, the only service provider for the equipment. Mobile Satellite has the capability and owns the MSV Satellite (MSAT 2) equipment that operates the satellite telephones. The satellite phones require continuation of services without interruption due to the emergency preparedness plan in place with the Federal Highway Administration (FHWA). Mobile Satellite has the capability of continuing the services without interruption and is able to maintain, operate and provide the satellite services to the existing equipment. Therefore, Mobile Satellite is considered the only source that can provide ongoing technical support for the satellite phones. This is a Simplified Acquisition and the anticipated award date is January 27, 2003.
