This Special Notice is being amended to address operational requirements for the un-identified site. The un-identified site must be operational within 60 days of the contractor having received a notice to proceed with the work. The previous respons e date of 21 April 2006 has not been extended. US Army Contracting Agency Information Technology, E-Commerce and Commercial Contracting Center-West intends to make a sole source award to MCI for a digital Global System for Mobile Communications (GSM) Cellular System/Network for both voice and dat a to the Iraqi Armed Forces (IAF) and Defense Private Network (DPN) Headquarters and staffs. This action will be a modification to an existing contract for the expansion of the existing DPN. The expansion includes 2 additional sites, critical spares for the e xisting 17 sites as well as the 2 new sites, and for additional satellite bandwidth to support the system/network as currently configured. One site has been identified as Al Asad and the other has yet to be identified. The Multi-National Security Tr ansi tion Command-Iraq (MNSTC-I ) J-6 requires a modern, digital cellular, Command and Control system to link together the various new sites of the Iraqi Armed Forces (IAF) IAF and the MNSTC-I. This includes the newly formed Iraqi Army garrison, air and mar iti me bases located in various provinces throughout Iraq, as well as the MNSTC-I/Iraqi Ministry of Defense headquarters, located in Baghdad. The Network is designed to provide islands of digital cellular coverage, and is to be interconnected by a satellite sy stem for overall connectivity and network control. The Network is currently designed and sized to support seventeen different locations with approximately 46,000 total IAF personnel and the MNSTC-I Headquarters staff. The new sites must employ the latest in GSM cellular, microwave radio and satellite technology as well as have the capability of being easily extended to support wired Ethernet and voice over internet protocol (VOIC) phones. Each site will require a tower, satellite antenna, switch, generato rs, and shelters (both security and sun). Al Asad must be operational by 30 June 2006 with support through 26 April 2007. The un-identified site must be operational within 60 days of the contractor having received a notice to proceed with the work and su pport will also be required through 26 April 2007. Any contractors able to meet the requirement within the required time frame must provide a Technical Capability Statement to [email protected] or [email protected] no later than 2 1 April 2006. Along with the Technical Capability Statement, the contractor must identify any subcontractors which will be utilized and the extent to which they will be utilized.
