DESCRIPTION/BACKGROUND Bureau of Reclamation intends to sole source contract with that Ponderosa Advisors LLC for access to an online database that gathers data on water rights, streaming gaging and land parcels. Ponderosa Advisors LLC developed the land and water rights geospatial platform B3/Water Sage which the Bureau of Reclamation has been using for over five (5) years with prior purchase order number R16PX00875. Ponderosa Advisors LLC has confirmed that they are the proprietary of the subscription and do not have any reselling relationships. NAICS 541690; Other Scientific and Technical Consulting Services, size standard of $16,500,000.00. Market research indicates that only Ponderosa Advisors LLC can offer the required online database access. The statutory authority for other than full and open competition is FAR 13-106-1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). The statutory authority for other than full and open competition is 41 U.S.C. 253(c)(1), only one source and no other supplies or services will satisfy agency requirements.
