The Department of the Navy, Space and Naval Warfare Systems Center Pacific, hereby publicizes its intention to solicit, negotiate, and award a Cost Plus Fixed Fee (CPFF) purchase order (using Simplified Acquisition Procedures) on a noncompetitive basis to Signature Research, Inc. (SRI), 56905 Calumet Ave., Calumet, MI 49913 for software design and development of EOView to enhance its ability to assess and quantify periscope vulnerability. EOView is a tool that performs vulnerability modeling and operations analysis, using image and signal processing. The Government anticipates contracting for design, modification, and development of the EOView software to enhance its ability to access and quantify periscope vulnerability. SRI is the source necessary to modify EOView because SRI developed the tool and has a team of software engineers that are well versed in updating the software. Market Research has indicated that there are no equivalent services available from other sources, without significant duplication of cost and unacceptable delays. Be advised that the aforementioned information is anticipatory in nature and is not binding. This notice is not a request for competitive proposals; however, any firm believing that it can fulfill the requirement of providing these services may be considered by the agency.
