This is a combined synopsis/request for quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 1.26, as supplemented with additional information included in this notice. This announcement constitutes the only request for quotation; proposals are being requested. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-41. The Nuclear Regulatory Commission (NRC) intends to negotiate on a sole source basis with GSE Systems for software update services for the SimSuite Power software packages. The update services shall include improvements and enhancements made to the software, revisions to the associated documentation, and telephone support. The SimSuite Power software package is used to develop and execute improved simulator models which are fully compatible with the existing, proprietary operating system and simulator models on the GSE simulators. The SimSuite Power software package includes the following programming tools: (1) the Graphic Editor GEMDRAW, (2) The BOP thermohydraulics model development tool TOPMERET, (3) the electrical distribution and generation tool ELEGANT (4) the control and logic tool CLASC, and (5) the Simulation Support System US3. The Government intends to negotiate soley with GSE Systems, 9189 Red Branch Road, Columbia, MD 21045 for a firm fixed price purchase order. The base period of performance will be one year with four one-year renewable option periods for continuation of the update services. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-32. FAR 52.212-1 Instructions to Offeror-Commercial Items and 52.212-4 Contract Terms and Conditions-Commercial items applies to this acquisition. Offeror must include a completed copy of provision 52.212.3 Offeror Representations and Certifications-Commercial Items with its offer. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, applies to this acquisition with the following additional clauses: 52.219-8 Utilization of Small Business Concerns and Small Disadvantage Business Concerns 52.222.26 Equal Opportunity; 52-222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans; 52.222-37 Employment Reports on Special Disabled Veterans and Veterans o the Vietnam Era;52.247-34 F.O.B.
