The General Services Administration intends to issue a contract to Transparent Language, Inc., 9 Executive Park Drive, Merrimack, NH 03054 USA on behalf of the Commander, Battle Command Battle Lab, Language Technology Office, Fort Huachuca, AZ 85613 utilizing the Simplified Acquisition procedures under authority and limits of FAR Parts 12 and 13.501(a) “Sole Source Acquisitions”. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 20-04. This procurement is part of the Language Technology Office effort to assist US Military and other US personnel in their language development. The objective of this contract will be the provision of the following: The new Language Technology Office (LTO) requirement is for learning software packages. It includes the associated technical requirements and management support services required to deliver existing foreign language, domain-specific software packages via the world side web.Task consists of two CLINs with the purchases to be done via a single task utilizing incremental funding as government funds become available: CLIN 001 (QTY 1) Server Software Perpetual License, 2 Year Upgrade Subscription & Maintenance for Server Software; Language Specific/Domain Specific Language Software Licenses; Iraqi Arabic, Tagalog, Farsi - Control Checkpoint Interview; Iraqi, Pushtu, Urdu - Displaced Persons Interview; Iraqi, Dari, Kurdish, Punjabi - Civil Affairs Needs Assessment Interview; Kurdish, Turkmen - Civil Affairs Rapport Building Interview. CLIN 002 (QTY 1 Each) Server Software Perpetual License, 2 Year Upgrade Subscription & Maintenance for Server Software; Modern Standard Arabic, Georgian - Displaced Persons Interview; Armenian - Civil Affairs Needs Assessment Interview; Azerbaijani - Control Checkpoint Interview; Dari - Short Cultural Dialogs; Farsi - Personal Interview; Indonesian - Civil Affairs Rapport Building Interview; Tagalog - Civil Affairs Needs Assessment Interview. A justification for Other than Full and Open is on file. Supplies and Services may be deemed to be available only from the original source. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Offeror shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. All responses received by 4:00 PM MST 03/30/04 will be considered by the government.
