The Bureau of Reclamation, Yuma Area Office (YAO), Yuma Desalting Plant, Yuma, Arizona, 85364, intends to negotiate on a sole-source basis with Carol Marra Consulting, Inc., 1808 Spruce Ave, Longmont CO, 80501-4764 for database administration, programming services, and training services related to YAO's Hydrological Database. Competition is restricted to only one source per FAR 6.302-1 due to the contractor's extensive corporate knowledge of the unique programs developed for YAO. Services required include: development and design of new monthly and annual reports from the YAO Hydrological Database (HDB); train IT employees in Structured Query Language programming and basic administration of the YAO HDB at a rate of approximately 1 week per month; design and develop queries and reports similar to those currently used in the Colorado River Operations Program; provide queries needed to display salinity and flow data from the YAO HDB and its Regional counterpart HDB; begin development of a dynamic Internet web site to allow irrigation districts to input their water orders and subsequent daily updates; load specified data from YAO's Laboratory Information System (LIMS) data into the YAO HDB. This procurement will be awarded using FAR Part 15 negotiated contract procedures with an intended service period of a base year and one option year. Anticipated award date is March 6, 2009.
