This is a Sources Sought Notice ONLY. This is not a request for proposal, but a survey to locate potential sources. The US Bureau of Reclamation, Yuma Area Office (YAO) is performing a market survey to determine if there are an adequate number of interested and qualified firms having the capability to complete the following efforts related to a custom-designed YAO Hydrological Database (HDB). Typical work to be performed under this requirement includes: 1. Design and develop new monthly and annual reports from the Yuma Area Office (YAO) Hydrological Database (HDB) as requested by water operations customers. Troubleshoot existing reports which do not match International Boundary and Water Commission (IBWC) data. 2. Train IT employee(s) in PL/SQL programming and in basic administration of YAO HDB. 3. Design and develop Senator Wash, Water Loss Distribution, Suspended Sediment queries and reports from HDB, similar to those currently used in the Colorado River Operations Program (CROP). 4. Provide queries needed to display salinity and flow data from YAOHDB and LCHDB2 and modify existing reports and tables as necessary. 5. Development of a dynamic Internet web site to allow irrigation districts (IID, Yuma County Water User's Association, Wellton-Mohawk, North Gila, South Gila, Unit B, Bard, IBWC, Yuma Mesa Irrigation District) to input their weekly master water orders and subsequent daily updates directly into Water Operations databases, vice calling or e-mailing us the data. Evaluate Oracle Application Express (APEX) to see if it meets our needs, in addition to developing and providing YAOHDB views to display other web data for the Internet. 6. Load all the available Laboratory Information System (LIMS) data specified by the YAO office from the current database location into YAOHDB. Create a procedure to check the LIMS database tables for new data inserts and changes to post-2000 data and load any new or changed data into YAOHDB. This procedure will run daily. Create views to support YAO's creation of the CHEMA report. All interested firms should notify this office by email or fax by January 20, 2009. Responses shall include:1. Business name, address, point of contact and description of company's business size (NAICS code 541511, size standard $23 million)2. Documentation of past experience with programming hydrologic databases and Bureau of Reclamation river operations. 3. Acknowledgement that liabilities for this HDB as a result of code changes shall transfer to your firm This Sources Sought Notice is issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10. All businesses capable of performing these services are invited to respond. Any information provided by industry to the Government as a result of this notice is voluntary.
