The Department of Labor, Office of the Assistant Secretary for Administration and Management, Employment Standards Administration intends to issue a Federal Supply Schedule Delivery Order with sole source IBM products to acquire additional middle-tier software and development tool licenses which are required to meet the needs of ESA's Office of Workers' Compensation Programs' Unified Case Management System (UECMS). DOL requires specific IBM licenses to complete this project.
The requirement is for the following items:

ESA is currently operating with compatible IBM software products/licensing and to change vendors would be cost prohibitive. Additionally, there would be cost prohibitive expenses to re-license each desktop and server across the DOL enterprise to another vendor's software. Therefore, the cost to change to another vendor would greatly outweigh the cost to remain with IBM licenses. Due to the cost prohibitive nature of changing vendors, only IBM supplies/services will satisfy the Department's requirements. Also, IBM products are proprietary software; and, as such IBM is the developer and holds the rights and the patents. IBM provides the technical expertise required to support this software including all of the software updates.
The period of performance is for twelve (12) months. The estimated dollar value of this procurement is not to exceed $1 million.
Quotes will be requested from IBM resale vendors on the GSA Federal Supply Schedule in accordance with FAR 8.405, Ordering Procedures for Federal Supply Schedules. DOL intends to issue a firm-fixed-price delivery order based on proposed GSA FSS discounts proposed by vendors.
This award will be made on or about June 20, 2007. The proposed acquisition is for services for which the government intends to solicit and negotiate with only authorized GSA Federal Supply Schedule holders that offer IBM Software Leasing in accordance with FAR 8.4, 8.405-6(2).
