SOCIAL SECURITY ADMINISTRATION IS SEEKING A COMPANY WHO SPECIALIZES IN IDENTITY PROOFING
The Social Security Administration (SSA) is seeking to expand our e-authentication protocols to provide for more complex Internet transactions so we can provide enhanced Internet services. These services will require strong level 3 identity proofing techniques in order to adhere to the National Institute of Standards and Technology (NIST) Special Publication 800-63 and OMB Memorandum M-04-04.
SSA is seeking vendors qualified to provide identity proofing services to verify the identity of Internet users who wish to enroll for SSA online services as per National Institute of Standards and Technology (NIST) Special Publication 800-63 using:
a. A Government issued ID number with confirmation via records check.
b. A financial account number with confirmation via records check.
c. Current address with confirmation via records check.
We may also be interested in using additional types of data that will uniquely identify users of our Internet applications. The data may be current or historical but should be something that an individual can easily remember. We welcome your ideas regarding such additional data elements.
The solution must be able to verify all data elements in real time. In addition, interested vendors must show that quality controls are used to collect and verify the data. The data transmission must be compliant with OMB and NIST guidelines. We are requesting that interested vendors provide information on cost models (for example, will there be a flat fee, annual fee, or volume-based charges).
SSA is seeking vendors who can provide these services.
